A question that doesn't require immediate attention but should be
discussed...
In the filters tab if you select "and date before" but do not provide a
date it appears to insert a time that doesn't match anything I can
find.
(it doesn't add it visually at the time of save, but if you save and
then click edit the date/time appears)

...

more info.. I tried to figure out where the time was coming from. I
don't know. I know what it is not.

It is not,
1) the time wish was executed.
2) the time mac.tcl was sourced.
3) the current system time
4) it doesn't match the timestamp on any file in the directory with the
tcl code.

It does have today's date, but always seems to have a time that is just
a couple of hours old. I am at a bit of a loss.

The relevant question would be...

What should the default behavior be when a date is not entered even
though its associated radio button is active?

I think it should cause an error such that the user would have to fill
in the missing information before saving the filter. Any other opinions?
