CR Planning

CR Planning principals, in partnership with the urban design group of HGA, Inc., created a Traditional Neighborhood Design (TND) Ordinance for the Village of Mt. Horeb, Wisconsin. The TND Ordinance is intended to foster the development and growth of compact, pedestrian-oriented neighborhoods, much like the existing neighborhoods in Mt. Horeb. Faced with a large-scale development that did not fit well within the existing planned unit development ordinance, Mt. Horeb contracted with the HGA team, including CR Planning principals, through the Dane County Great Neighborhoods program.

CR Planning principals helped create a small-town friendly TND ordinance. The ordinance was designed to work in towns with limited administrative capabilities by providing the basic design building blocks for a developer. The use of illustrated building types reflects existing building types and their relationship to the public realm of streets, parks, and public buildings. The ordinance also undertakes applying TND principles to a future “workplace area” that will have predominately commercial and employment uses.

The ordinance promotes the following principles:

• The neighborhood as the basic urban building block
• Prominent public realm of open spaces, greens, parks; accessible and convenient to all
• An internal balance of housing, jobs and services
• Interconnected network of streets of various sizes and functions
• A distinct neighborhood/community center
• A wide spectrum of housing options within the same neighborhood
• Pedestrian-friendly and human-scaled
• A range of transportation options
• Infrastructure, commercial, recreational and civic linkages to the broader community
