Jean Coleman has extensive experience in preparing comprehensive plans and zoning ordinances, group process facilitation, growth management, and resource and farmland protection. Ms. Coleman’s work combines her interests in planning and law by using public participation and conflict resolution techniques in the process of developing policies and ordinances.

Brian Ross leads CR Planning’s work in economic and sustainable development, energy policy, and ‘smart growth’ land use planning. Mr. Ross applies his knowledge and experience in comprehensive land use planning, economic development and market analysis, and energy policy and regulation.
